ADMINISTRATOR     7550    

General Definition   

This is highly responsible administrative work serving as the Administrator of Transportation Services in both operations and maintenance phases in the planning, supervision, coordination and expansion of pupil transportation, vehicle maintenance and truck, bus and automobile operations.  The employee has responsibility for total pupil transportation operations; in-house, contracted and public transit, for resources, both human resources and physical equipment, and for the management information systems including both design and operation.    

 

AUTOMOTIVE PARTS INVENTORY SPECIALIST    7524

General Definition

This is responsible automotive inventory work analyzing the School District's automotive parts and service requirements.  By utilizing computer-based data, the employee is able to track specific inventory levels and forecast future needs, thereby contributing to a reduction in overstocked or obsolete parts.  When parts and supplies are required, the Automotive Parts Inventory Specialist initiates requisitions and oversees shipments to five satellite garages.  (He/She physically receives stocks and then by requisition distributes and controls the safety of all parts.) In order to ensure budgetary conformance, the employee logs all transactions, reconciling any inventory discrepancies, and prepares related reports.  In addition, the employee works with the Fiscal Coordinator and assists in the annual preparation of the Transportation Maintenance budget. (The specialist provides accountability, identification, timely distribution of parts and maintains warranty information.)

Work is performed under the general supervision of the Manager of Transportation Maintenance, who reviews routine written records and special reports.

 

BUDGET ANALYST 1353

General Definition

This is full performance level analytical work examining and evaluating an assigned phase of the school district’s budget.  Work involves responsibility for analyzing the budgets of offices or divisions presenting more complex budgetary assignments.

Work is performed under the direction of an administrative superior and is reviewed through periodic reports and conferences.                 

 

BUS ATTENDANT     7501

General Definition

This is bus attendant and supportive work that involves monitoring the activities of Special Education students while on buses en route to and from school. Employees are primarily responsible during the majority of the school day for ensuring that students board and leave buses, for maintaining order and for rendering the necessary first aid or other assistance to insure the student's well-being and safety. In addition, for a small portion of the school day, employees may assist teachers and other administrators in performing a variety of duties involving the above mentioned students.

Work is performed under the immediate supervision of Bus Chauffeurs, School Principals and teachers.

 

BUS CHAUFFEUR TRAINING INSTRUCTOR     7521

General Definition

This position involves the training of Bus Chauffeurs in the state mandated certification and re-certification courses involving the safe, efficient and proper operation of school passenger buses for the Philadelphia School District.

Work is performed under the general supervision of the Coordinator, Driver Training and Certification.

 

BUS DISPATCHER 7520

General Definition

This is supervisory automotive equipment dispatching work.  An employee in this class assigns, supervises and dispatches bus and truck chauffeurs to various locations within the School District. 

Work is performed under the general supervision of an administrative superior who reviews operations for conformance to established schedules.           

 

COORDINATOR, DRIVER TRAINING AND CERTIFICATION     7522

General Definition

This is administrative and supervisory work directing the bus driver training and certification, and accident review functions for the Transportation Division. The employee is responsible for developing and implementing programs that will directly enhance transportation operations. A major aspect of the work involves the coordination and supervision of driver training for privately owned bus companies within Intermediate Unit #26.

Work is performed under the general supervision of the (General Manager) Director, Transportation Services, who reviews work through written and oral reports.

 

COORDINATOR, SCHEDULING 3650

General Definition

This is technical computer operations support and supervisory scheduling work coordinating the provision of computer and scheduling services in Transportation Services.  The employee is responsible for supervising employees who perform transportation analysis to determine eligibility and mode of free transportation for students serviced by the School District of Philadelphia.  The coordinator is also responsible for directing the overall development of new operating schedules to public and non-public schools in the School District service area.  Work involves scheduling of transportation for off-peak activities and collaborating with PENNDOT officials in determining hazardous walking areas.  In addition, the coordinator serves as liaison between Transportation Services and Information Technology in the maintenance, review and analysis of the data system that tracks and controls the various functional areas within Transportation Service   

 

FISCAL COORDINATOR 1326

General Definition

This is specializing financial work in treating difficult and complex problems in budgeting and accounting functions.  Work involves evaluating budget requests, monitoring expenditures and developing procedures for budgetary use.  An employee in this class must serve in an advisory or consultative capacity to top level administrators on budget planning and/or grant management and is called upon to perform highly confidential budgetary and fiscal studies.  Work also involves responsibility for fiscal operations in categorical programs and/or the school district’s alternative jurisdiction, IU #26. 

Work is performed under the general direction of an administrative superior and is reviewed through periodic conferences and reports.

 

GENERAL MANAGER, SCHOOL DISTRICT AUTOMOTIVE FLEET 7531

General Definition

 This is responsible administrative work involving the management of the operation and maintenance of the School District automotive fleet.  This responsibility includes the planning, supervision and coordination of pupil transportation, vehicle maintenance and school bus, truck and automobile operations.  The employee contributes to determinations regarding the amount and type of equipment, materials and personnel services necessary to the provision of adequate and efficient coverage and the reduction in contracted services which may be operationally assumed by Transportation Services Work is performed under the general direction of the Administrator, Transportation Services, who reviews work through oral and written reports.                                   

  

MANAGER, CONTRACTOR OPERATIONS & TRANSPORTATION SYSTEMS    7523

General Definition

This is administrative work overseeing school bus contractor operations and management of School District transportation data systems. The manager is responsible for insuring that all contracted school buses are operating safely and efficiently in accordance with existing School District contracts.

Work is performed under the supervision of the Administrator, Transportation Services.

 

MANAGER OF SCHOOL DISTRICT GARAGE OPERATIONS    7536

General Description

This is administrative work managing the daily operations of all School District garages. Work involves directing the activities of operating supervisors at various locations throughout the city to insure uniformity and consistency of service.

Work is performed under the supervision of the General Manager, School District Automotive Fleet, who reviews work through oral and written reports.

 

MANAGER OF TRANSPORTATION MAINTENANCE    7540

General Definition

This is responsible technical and administrative work directing a maintenance and repair program for a variety of heavy automotive equipment for the Philadelphia School District.

Significant to the position is the development of maintenance and repair standards for all equipment operated. Work is performed under the Administrator of Transportation Services and is reviewed through written and/or oral reports and the efficient operation of automotive equipment.

 

SENIOR STREET SUPERVISOR   7543

General Definition

This is twelve month supervisory work directing the activities of Street Supervisors to effectively monitor the performance of school bus contractors. 

Work is performed under the supervision of the Manager, Contractor Operations.

 

STREET SUPERVISOR, TRANSPORTATION OPERATIONS     7542

General Definition

This is twelve month supervisory work, monitoring school bus activities in an assigned quadrant of the city. An employee in this class acts as a trouble-shooter, to expedite service and maximize safety. 

STUDENT TRANSPASS SPECIALIST    7544

General Description

This is administrative work ordering, receiving and distributing bus Transpass to public and non-public schools. An employee in this class is responsible for determining the amount of Transpasses required for distribution on a daily basis. Work involves maintaining records of Transpass distribution activities and reviewing and verifying vendor invoices prior to payment approval.

Work is performed under the general supervision of a Fiscal Coordinator.
