6.1 Employment Practices

I.   Recruitment and Selection

A. Individuals who are interested in employment with the Transportation Division may make application at the Office of Human Resources at 440 N. Broad St. Individuals interested in the position of Bus Chauffeur should contact the Human Resources/ Certification Department in Transportation Services at 440 N. Broad St., 3rd Floor.

B. Selections for vacancies for entry level positions are based on the Veterans Preference Act and test score results. The Veterans Preference Act, 51 P.S. & 7101
et seq. provides persons who meet the definition of "soldier" under the Act to preference in hiring when their name appears on an eligible list. In order to qualify under the definition of "soldier," the individual must have been honorably discharged and either:

1. have served in any capacity in the armed forces of the United States since July 27,1953; or

2. have served during a war or armed conflict prior to July 27, 1953; or

3. be the widow or widower of a "soldier"; or

4. be the spouse of a disabled "soldier."

Proof of service and of honorable discharge will be required if the preference is asserted. Failure to provide requested proof will negate the preference. Persons asserting the preference will still be subject to all other conditions of School District employment. The Veterans Preference Act does not apply to promotions from within the School District.

The individual with the highest test score has first opportunity, after Veterans Preference, for choosing the available position, the second highest has the next opportunity and so on.

II. Testing

A. All tests are administered through the authorization of the Human Resources Examinations Division. Tests may be written, oral, practical or a combination of the three.

B. In order to be tested, an individual must register with the Examination Division by filling out an application form and registration card for each selected position. The division will review the individual's qualifications, experience, education and employment history with those specified for the position. Individuals, who qualify, are notified by mail of the time, date and place of the test. After the test, Examination’s develops an eligibility list ranking those who have scored seventy (70) or higher. This eligibility list is then sent to the Transportation Division's Human Resources for use in selecting the highest ranked individuals in descending order.  

III. Medical Requirements

All new employees are required to take a pre-employment medical examination at their own expense. The examination must be performed by a licensed physician and must include a laboratory urinalysis and proof of a negative tuberculosis (TB) condition. Completed results of the medical examination must be forwarded to the District Health Services Division for their review and approval.               

IV. State Requirements

Prospective Employees must submit a Request for Criminal History Record Check form (SP-4) to the Pennsylvania State Police for review and approval prior to employment. If an individual has a criminal record, he/she may be disqualified from employment with the School District. The cost of this information request is borne by the prospective employee.

Prospective Employees must submit a Pennsylvania Child Abuse History Clearanceform (CY113) to the Department of Public Welfare, P.O. Box 8170, Harrisburg, PA 17105-8170 for review and approval prior to employment. If an individual has a history of child abuse, he/she may be disqualified from employment with the School District. The cost of this information request is borne by the prospective employee.

V.   Types of Appointments

A. FULL-TIME - a regularly appointed Bus Chauffeur who works 8 hours each school day.

B. PART-TIME - a regularly appointed Bus Chauffeur who at least 4 hours each school day.    

C. PROVISIONAL - a fully qualified employee appointed to a budgeted vacancy in a position where the qualifying examination has not yet been scheduled and may not be for some period of time. This employee has all the status and benefits of a regularly appointed employee except that he/she must pass the next examination given for the position and be at the top of the resulting eligibility list in order to be regularly appointed. Failure to meet this requirement will result in the provisional employee vacating the provisional position.

D. ACTING - an employee who is appointed as a temporary promotion to fill an absence of relatively short-term duration of a regularly appointed employee pending his/her return from illness, leave, etc. The employee remains in his/her old bargaining unit for a period of no more than one year. The acting employee receives a salary commensurate with the new position.

E. LONG TERM SUBSTITUTE - an individual who is employed without appointment specifically to fill the place of a budgeted position likely to remain vacant for 90 days or more. (To become eligible for long term substitute, a School Employees Local 1201 employee must work sixty (60) consecutive calendar days and continue in the job for an additional three consecutive months or more).

F. PER DIEM SUBSTITUTE - an individual who is employed without appointment to fill a budgeted position being affected by short-term illness or other absences, or as extra service for short periods of time.
