5.3 Fuel Distribution
The School
District and City of Philadelphia have various
fuel sites used jointly by authorized city and School
District employees to obtain fuel for their official vehicles.
Dispensing fuel into School District vehicles
is normally self-service by the vehicle operator.
The pump sites are computerized so that
all information is logged automatically for tracking and billing. Each vehicle
has a microchip-based identification ring device installed at the rim of the
fill tube of the fuel tank. When this contacts the computerized ring devise at
the pump nozzle, information is transmitted and fuel is dispensed. Philadelphia’s Office of
Fleet Management purchased the computerized fuel dispensing system known as FUMES to increase control and efficiency
of the fueling operation and aid in scheduling preventive maintenance. The School District has installed the system on all vehicles
and fuel pump nozzles in order to be compatible with the City and participate
in statistical analysis.
The City of Philadelphia
awards a contract for fuel and notifies the School District who the vendor(s)
is so that the appropriate administrators/designees can order fuel for the 5 School District sites.

A. Dispensing Fuel

Vehicle must be turned off in order to dispense fuel.
2. Vehicle operator should flip handle on fuel
pump and dispense fuel.
