4.1 Transpass Service
Continuation of pre-existing FREE transportation for eligible students

Eligibility:
> Students: must be a resident of the City.
> Grades: 7th through 12th
> Distance: live 1.5 miles or more from school.
> Schools: Public, Charter, Archdiocesan and Non Public
> Method: Student Transpasses
> Hours: 5:30 AM to 7:00 PM. No evening or weekend use is permitted.
> Days: When school is in session. Adults may not use SEPTA student Transpasses.
Free Transpasses:
- Free Transpasses are to be given ONLY to those students whose names appear on the eligibility report.
- For Public and Charter Schools, this list is to be accessed on the School Computer Network (SCN). For non-public schools, the list will be mailed to each school.
- Most schools will receive a monthly delivery of free Transpasses. That means that there will be approximately four weeks of passes included in the delivery. However, students should be given only one week’s pass at a time.
- Students will be responsible for the safety and security of the free student Transpass.
- Initiation of Transpass Service see section 3.3.
- Transpasses will be packaged and accompanied by a delivery receipt. The receipt is signed by a representative from the school. The school keeps the unsigned copy and the signed copy is returned to the delivery driver.
Distribution Procedures for School Personnel:
- Print out the list of students eligible for free student transpasses from the School Computer Network weekly.
- Ask students to present student ID cards before handing them their transpasses.
- Check off each name on the eligibility list as the students are given their transpasses.
- The school employee then signs and dates the bottom of the eligibility list verifying that those students whose names are checked off actually received student transpasses.
- At the end of each month, fill out a “Summary of Free Student Transpasses” form and attach it to the eligibility lists as a cover sheet.
- The left over student transpasses should be placed in the “return” envelope provided by Transportation and stored in a safe place in the school. (They will be picked up monthly by Transportation drivers.) Fill out the front of the return envelope and make a copy of it.
- Transpass distribution records must be retained in the school for seven years. This includes the “Summary of Free Student Transpasses” forms, the lists of eligible students, and copies of the transpass return envelopes.
Returns:
- Unused and undistributed weekly student TransPasses must be secured by the principal on Friday, who will document the count. The unused free TransPasses must be returned to Transportation. They will be picked up monthly by the regular driver. The TransPasses will then be returned to SEPTA for a credit. Do not send TransPasses through PONY mail.
- Each school will be given a supply of bags that the unused TransPasses should be placed in. Fill out all information requested on the bags.
- You will be given a receipt for each bag returned.
Other Issues:
- Lost Transpasses: Each student is expected to maintain the safety and security of the free Transpass that was issued. Principals will notify the parents about lost Transpasses. Parents may be required to purchase replacement fare through SEPTA.
- Transpasses are to be used for to/from school transportation only. They cannot be used for trips, athletics, or any other purpose. Schools can purchase adult tokens directly from SEPTA for any purpose other than to/from transportation.
