Our Vision
It is the goal of the School District of Philadelphia to provide a positive educational setting for every student. This requires an understanding of and adherence to acceptable standards of respectable behavior, which will allow learning to take place in the classroom. Every student is entitled to an education, and the right to be free of a climate that disrupts the education of others. Our Office works, in alignment with the goals established in the Imagine 2014 Plan, to foster a positive single school culture that promotes a healthy learning environment for all students, by establishing a school-wide system of behavioral norms and expectations, which are fair and equitable for the school community.
Our Mission
The Office of Student Discipline, Hearings, and Expulsions serves as the primary office addressing positive school climate and student conduct. The Office publishes the Code of Student Conduct, conducts training for school staff on implementation of positive single-school culture, and provides support and coordination to those schools who are in need of additional resources for addressing climate concerns. Discipline and Truancy Liaisons focus on the case-management process for students in schools, developing systems of support through the Comprehsnsive Student Assistant Process (CSAP) for truancy, misconduct, and academic concerns. Hearing Officers hold hearings for Level 2 Violations of the Code of Student Conduct, making appropriate assignments for students whose academic, social, and emotional needs can be better met in transition schools or other appropriate settings.
