Special Education Legal Requirements

As part of our Legal Requirements, the Office of Specialized Instructional Services (OSIS) continually reviews, analyzes, and construes federal, state, and city laws and regulations affecting disabled, handicapped, and gifted children, including the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act of 1973. The Office of Specialized Instructional Services  has developed written policies and procedures for the School District of Philadelphia (SDP) to guide teachers, administrators, and personnel to ensure they understand, follow, and comply with the law and deliver quality instruction, programs, and services to disabled, handicapped, and gifted children.
