  1. I am interested in conducting research in the School District, what are the policies and procedures for obtaining permission?
    Individuals and organizations interested in conducting reasearch in the District apply for permission through the Office of Research and Evaluation's Research Review Committee. Visit External Research Review for information on requesting permission and for details on District policies and procedures.

  2. I have been given permission to conduct research in the District, do I need to request Child Abuse Clearance, FBI Clearance, and Criminal Background Clearance to enter the schools?
    Yes, according to the District's Office of Legal Counsel, all clearances must be on file before you may enter any school to conduct research. Go to External Research Review for more information, or visit the Forms page directly to request these clearances.

  3. What are the policies and procedures for securing a letter of support from the School District in order to apply for grant funding?

    Applicants from research organizations or universities seeking funding from federal/state agencies or private organizations, and who require a letter of support from the District Superintendent, must complete an ‘Intent to Apply’ form through the Office of Grants Development (OGDS).   4. I am an external evaluator or independent researcher. How do I get access to student and school data?
    External evaluators who require student level data from the District must complete a Research Proposal Data Form. Independent researchers who will be conducting research at the School District of Philadelphia, must submit a formal proposal and the required data request form. Once approved, a formal data request is submitted online HERE. Data obtained from the District may only be used for approved research studies. Use or transfer of the data to another entity will be in violation of District policy. Data should be destroyed upon completion of study. For more information visit Conducting External Research.
