4224 N. Front St., RETI-WRAP (Re-Entry Transition Initiative-Welcome Return Assessment Process) is a non-instructional transitional program operated by the School District of Philadelphia. The program helps students coming from delinquent placements return to regular schools and their neighborhood communities. The RETI-WRAP Program operates from 9 AM to 2:30 PM, Monday through Friday, year-round. New students are welcomed daily through the intake and orientation process. Pennsylvania Legislature (Act 88) mandates any adjudicated delinquent youth discharged or released from a court ordered residential placement or day treatment program, must report to RETI-WRAP. The program features life skill workshops, social learning activities, and an overview of School District of Philadelphia policies and procedures. At RETI-WRAP, an Individualized Transition Plan is developed for every student through a battery of educational, social service, and mental health and behavioral health assessments. The RETI-WRAP Program operates in collaboration with Philadelphia Family Court Division and Juvenile Probation, Department of Human Services(DHS), Community Behavioral Health(CBH), District Attorney’s Office, Defender Association, and many other partner agencies.
