Cross Functional Team

The Cross Functional Team of the Alternative Education Academic Division is designed to support students, families, schools, Academic Divisions, and other offices in determining the most appropriate school placements for students at any given time in their academic careers and throughout their social and emotional development. Working in collaboration with the Office of Student Discipline, Hearings, and Expulsions, whose Discipline and Truancy Liaisons and Hearing Officers expedite the transition process, the Transition Liaisons monitor student achievement and growth and prepare students for their return to regular daytime schools and related programs. All of these staff work to create a safe, supportive, and nurturing academic environment for students in the District.

Management Staff

The staff below provide additional administrative support to the Alternative Education Region:

  • Wanda Jenkins, Program Manager: Questions and information on the COSEBOC mentoring program, A+ Learning Initiative, graduation programs for alternative education division schools, general information regarding the process of student transition and Division projects. 267-292-6603
  • Ngoc Nguyen, Alt Ed Case Manager: Information and questions/concerns for students enrolled in the Philadelphia Learning Academy South and the behavioral health program support programs and services. 267-292-6617
  • Sandra Rodriguez-Vazquez, Asst. Program Coordinator:  Provides resources and supports questions and concerns from parents involved in the transition process and other general program questions for the Academic Division 4. Also provides information and support for parents in need of help navigating the Philadelphia School District network of departments. 267-292-6600
  • Richard Joseph, Special Education Director: Questions and concerns for staff and parents as it relates to all special education supports for students involved in the transition process or enrolled in the alternative school programs inclusive of services, IEPs, and special education requirements for schools and individual students and compliance adherence for all schools and programs in the Division. 267-292-6614

Transition Liaisons

Transition Liaisons monitor students' progress during their stay at transition schools, and make recommendations for reassignment to a regular daytime program, an accelerated school, or another appropriate educational setting at the end of a student's stay. They are happy to answer parent and student questions about transition school assignments.
