The National Occupational Competency Testing Institute (NOCTI) is contracted by the Pennsylvania Department of Education’s Bureau of Career and Technical Education (BCTE) to incorporate all state-required Career and Technical Education (CTE) post-assessment testing for CTE students during the 12th grade if they are enrolled in state-approved CTE programs in high schools throughout the state. 

Taking the NOCTI exam is not optional; it is a requirement of all 12th grade CTE students in approved CTE programs to prove mastery of specific competencies outlined by BCTE and the School District of Philadelphia. To take the NOCTI, students must be seniors scheduled to graduate in June of their senior year, and have received a minimum of 50% of the minimum technical hours required by their CTE program. 

Each individual CTE program has an identified NOCTI exam approved by BCTE that allow students to demonstrate their knowledge, skills and talents within their chosen CTE occupational program. The test consists of an online, multi-choice exam (Written), and an exam that allows students to demonstrate their skills by performing individual jobs or tasks that demonstrate the skills needed for the specific occupation (Performance). Students achieve BasicCompetent or Advanced levels according to their test scores. 

Students who achieve at the Advanced level receive the Pennsylvania Skills Certificate, and student who achieve at the Competent level receive the Pennsylvania Certificate of Competency. Both certificates are awarded by BCTE. Students testing at Advanced or Competent levels are eligible for college credits through the SOARS program at many of the state colleges and universities. In addition, students who receive a 70% or above in the NOCTI Written (online) test can receive a minimum of 3 college credits at over 500 colleges and universities across the country.
