What is PlanCon?

When a school district undertakes a major construction project and seeks reimbursement from the Commonwealth, a process known as Planning and Construction (PlanCon) workbook is initiated. PlanCon is a set of forms and procedures used to apply for Commonwealth reimbursement, the forms are designed to:

  • document a local school district's planning process
  • provide justification for a project to the public
  • ascertain compliance with state laws and regulations
  • establish the level of state participation in the cost of the project

PlanCon Resolution Flowchart

For all PlanCon eligible projects, the Pennsylvania Department of Education requires each PlanCon part/phase is initiated by the approval of the School Reform Commission through a resolution process. PlanCon parts A-J must be approved in sequential order with the exception of PlanCon part C, which may be approved anytime before PlanCon part F. School Reform Commission approvals are not needed for PlanCon parts that are not applicable to a project.
