The Office of Accountability provides management and implementation of major Assessment Programs including:

  • PSSA/PASA
  • PVAAS
  • ACCESS
  • NAEP
  • Dibels, DRA/Reading Levels
  • TerraNova
  • 4Sight Benchmark Assessments 

Provides professional development and other support to educators in District, Charter and Partnership Schools in the use of a variety of assessment data and tools to help improve instructional practice and student achievement, including:

Monitors the delivery of products and services from test contractors to ensure adherence to contract requirements and specifications.

Coordinates the School District of Philadelphia’s Test Security program by training regional and school staff on test security requirements and investigating alleged violations of the security policy and being the liason with the Pennsylvania Department of Education on test security issues.

 

Court Orders and Mandates

 

The Office of Educational Equity is responsible for providing information to schools and administrative offices on these court orders, as well as monitoring the compliance of these orders.

Desegregation
The court order required the district to undertake action to remedy historical discrimination against Black and Hispanic children attending racially isolated public schools and to provide them with equal educational opportunity.

TB Stipulation
Students in the School District of Philadelphia not identified as having disabilities, who are being considered for expulsion or transfer to a disciplinary school must have their records reviewed in Behavior/Performance Review Process (BPR). TB represents the initials of the plaintiff.

LeGare Consent Decree
The LeGare Consent Decree mandates that each student with a disability have an equal opportunity to participate in the high schools and high school programs that are available to students generally.

YS Stipulation
The YS Stipulation requires appropriate and adequate instruction and support services to ESOL (English to Speakers of Other Languages) students with the purpose of ensuring equitable access to educational opportunities for English Language Learners (ELLs). YS represents the initials of the plaintiff.

 

LGBTQ Community Organizations

 

It is the commitment of the School District of Philadelphia to ensure the safety of all students including lesbian, gay, bisexual and transgender students. The Office of Educational Equity connects schools with community based organizations to deliver supports. Students and families who need assistance with these matters may refer to one of the organizations that service the School District of Philadelphia


Chapter 16: Services for Mentally Gifted

 

The process and procedures for gifted education parallels that of special education for students with disabilities in many respects. Chapter 16 specifies the responsibilities of school districts in providing notices to parents, obtaining parental conset, conducting screening and evaluation, determining placement, providing gifted education, and conducting due process hearings and mediation. Accordingly, gifted education provides opportunities for acceleration or enrichment, or both, as appropriate that go beyond the program the student would receive in general education.
